Purpose & Scope:
The Senior Director, Therapeutic Area (TA), Health Economics & Outcomes Research (HEOR) Medical Affairs Americas (MA, A) is accountable for proactively formulating and implementing integrated Astellas strategies in response to emerging clinical and health economic trends and the changing customer landscape. This position is accountable for ensuring that HEOR Americas TA perspectives and strategies, including Americas Affiliates, are represented within the MA Core Medical Plans (CMP). This individual will lead and manage a high performing HEOR therapeutic team across all Americas Affiliates to deliver on these strategies, including but not limited to health economic, comparative effectiveness, real world data, patient reported outcomes, epidemiologic initiatives and economic/cost-effectiveness modeling for in-line and development compounds. The leader will be accountable for their team members playing a key role with each product team within the therapeutic area by providing expertise in the above mentioned areas while also leading broader initiatives to address the changing health care landscape. Specifically, this individual will: · ensure that health economic and clinical outcomes TA projects are medically relevant, scientifically valid and appropriately planned, resourced and executed; · be sought out by internal and external stakeholders to inform and shape the medical affairs plans for in-line and development products; · proactively develop HEOR strategies in alignment with key internal stakeholders that create research opportunities and address data gaps at a product, corporate and industry-wide level; and · lead initiatives with external stakeholders & HEOR experts to ensure that Astellas sponsored HEOR initiatives are clinically relevant and support the needs of patients, health care providers and payers.
Essential Job Responsibilities:
Manage, mentor and develop a high performing MA, A HEOR TA management/leadership team by ensuring that all project teams and products are adequately staffed with highly competent HEOR professionals · Lead the HEOR TA group by strategically conceptualizing, developing and implementing Astellas health economics and clinical outcomes research strategy for in-line and development products as it relates to the Americas business · Work within MA, A and across the TA within M&D as a technical expert to help resolve high impact clinical issues relevant to the Americas, leveraging in-depth understanding of contemporary HEOR research study design and findings · Provide oversight of HEOR expertise and input for HEOR projects/initiatives, data interpretation, protocol development, regulatory documents, scientific publications, and independent research proposals within therapeutic area for both in-line and development products · Create innovative, cutting-edge approaches to meet organizational business needs that may have broader long-term implications for the organization · Work with appropriate internal and external stakeholders to develop clinically meaningful quality controls, performance metrics, outcome assessments, analysis plans and publications relevant to HEOR data generation activities; including serving on governance committees as appropriate to review and approve projects in compliance with all applicable internal and external regulations · Monitor and lead strategies to address national payer, policy and industry issues that may impact access to Astellas products across therapeutic areas · Anticipate future real world data research needs of internal and external stakeholders and collaborate with internal and external stakeholders to address those needs · Represent Astellas on appropriate Medical Affairs issues at national and global forums, conferences, and professional associations; including monitoring, communicating and developing strategies to address activities by such bodies · Serve on and/or lead organizational initiatives and task forces as appropriate to shape the strategic direction of the MA, A · Serve as a key resource in the Americas business planning process, driving HEOR business planning that is aligned with the therapeutic area/product as well as the overall business strategy · Actively promote strategic collaborations with Astellas HEOR colleagues across the globe to share and replicate best practices and advance HEOR initiatives to support the Astellas product portfolio and patient access · Be sought out for expertise on new product licensing and acquisition opportunities for marketed and late-stage compounds within the Americas as it relates to HEOR · Ensure team members have a robust understanding of products in development, the competitive landscape, Americas healthcare market, evolving medical practice standards and advances in HEOR assessments/data
The Senior Director, TA, HEOR, MA, A leads a high performing team that develops innovative, cutting edge economic, epidemiological and clinical outcomes data generation activities and related medical tools (15-20 annually) across multiple disease areas designed to shape the medical value proposition for Astellas products throughout their life cycle. The Senior Director will be accountable for managing resources, priorities and workload across assigned area of responsibility and includes direct budget responsibilities of $3-5M annually. The results produced by the Senior Director and their direct reports must be scientifically sound and in compliance with applicable regulations.
The Senior Director will oversee this work with minimal supervision and be capable of representing the Executive Medical Director, TA and other senior leaders at internal and external forums.
The Senior Director, HEOR, TA reports to the Executive Director and will manage multiple direct reports as well as indirect management of vendors, contractors and HEOR statistical support within the assigned therapeutic area. They will have multiple cross-collaborative project teams and matrix responsibilities within the assigned TA as well as the broader Astellas organization.

Advanced degree (PharmD, PhD, MD, DO), with consideration for MPH · Minimum 7 years related experience in outcomes research, health economics, clinical research, epidemiology, and health policy · Demonstrated effective leadership and managerial skills; at least 5 years direct people management experience · Expertise in understanding interface between clinical practice and outcomes research · Expertise in leveraging outcomes data in the appropriate clinical context · Excellent written and verbal communication skills · Demonstrated strategic thinking, problem solving and decision making skills · Approximately 20% travel required
Extensive knowledge of Americas healthcare delivery systems (e.g.accountable care, managed care, pharmacy benefit management, government [Medicare, Medicaid]) and solid understanding of policy issues · Demonstrated strong interpersonal relationship and collaboration skills working within cross-functional teams · Thorough understanding of FDA/PhRMA, OIG, Health Canada/Innovative Medicines Canada, ANVISA/ANS and other guidelines as they relate to HEOR and Medical Affairs
